In this paper, we set up a social cost minimization problem for a government. Using dynamic optimization tools, we analytically shows how exogenous parameters could affect the optimal social cost and the optimal tax credit policy path.

Carbon Sequestration with Reforestations and Biodiversity-Scenic Values AgEcon

This paper presents an optimal control model to analyze reforestations with two different species, including commercial values, carbon sequestration and biodiversity or scenic values. We solve the model qualitatively with general functions and discuss the implications of partial or total internalization of environmental values, showing that internalizing only carbon sequestration may have negative impacts on biodiversity-scenic values. To evaluate the practical relevance, we compare reforestations in the South-west of Spain with cork-oaks (a slow growing native species) and with eucalyptus (a fast growing alien species). General Pattern Formation in Recursive Dynamical Systems Models in Economics AgEcon

This paper presents a fairly general treatment of recursive infinite horizon forward looking optimizing systems on infinite dimensional spatial domains. It includes optimal control, an analysis of local stability of spatially flat optimal steady states and development of techniques to compute spatially heterogeneous optimal steady states. The paper also develops a concept of rational expectations equilibrium, a local stability analysis for spatially homogeneous rational expectations steady states, and computational techniques for spatially heterogeneous rational expectations steady states.

Optimal Agricultural Policy with Biotechnology: Bovine Somatotropin and the Dairy Sector AgEcon

A control model of the U.S. dairy sector was constructed to determine optimal policy when bovine somatotropin is released. Social welfare defined as consumer plus producer surplus minus adjustment and net government costs was maximized. Control variables were the milk support price and government purchases of cows. Compared to previous simulation research where government policy and adoption were modeled exogenously, the results show that policy not overly disruptive to the dairy sector is possible.

Optimal Emission Policy under the Risk of Irreversible Pollution AgEcon

We consider an optimal consumption and pollution problem that has two important features. Environmental damages due to economic activities may be irreversible and the level at which the degradation becomes irreversible is unknown. Particular attention is paid to the situation where agents are relatively impatient and/or do not care a lot about the environment and/or Nature regenerates at low rate. We show that the optimal policy of the uncertain problem drives the economy in the long run toward a steady state while, when ignoring irreversibility, the economy follows a balanced growth path accompanied by a perpetual decrease in environmental quality and consumption, both asymptotically converging toward zero.
